Contract Term:

The Contract will commence on or around May 30, 2014, to be completed no later than March 24, 2015.

Proposal Submission Deadlines:

• Receipt Confirmation Form: Proponents must complete and submit a Receipt Confirmation Form (Appendix C) on or before April 29, 2014, to be considered.
• Closing Date & Time: Final proposal must be received by 11am PDT on May 20, 2014.
Background

The Association of Visual Language Interpreters of Canada (AVLIC) is the national professional association and certifying body of sign language interpreters serving people who are Deaf, hard of hearing and hearing.

In 2010, AVLIC membership approved a 5-year strategic plan (2010-2015) for the association. Included in the plan were several goals for the AVLIC Canadian Evaluation System (CES), the testing system by which certification is granted.

Purpose of Request for Proposal (RFP)

Some of the strategic plan’s tasks related to the CES have been completed; however, in order to proceed with the remaining goals a review of the CES is required.

The purpose of this Request for Proposal is to engage a contractor to conduct an independent review of the AVLIC Canadian Evaluation System including all its phases – Phase One: Written Test of Knowledge, Phase Two: Preparation Phase, Phase Three: Test of Interpretation and Phase Four: Certification Maintenance. The review should include areas of success, areas that require improvement and recommendations on changes required to be able to achieve the CES goals as outlined in the strategic plan.

A similar RFP was issued by AVLIC in December 2012 (RFP No. 10004 – CES Review and Strategic Plan Implementation). There were no successful proposals submitted for that RFP. This RFP, No. 10006 – CES Review, differs from the former because it is not requesting the incumbent to implement changes to the CES, but only to review the system and make recommendations for changes.
