MSP had Premium Assistance program for people with low income or temporary financial hardship.
To apply for Regular Premium Assistance see website: http://www.health.gov.bc.ca/msp/infoben/premium.html check on Regular Premium Assistance and click on Monthly Premium Rate to see if you would qualify for MSP Premium Assistance. http://www.health.gov.bc.ca/msp/infoben/premium.html#monthly. If your net earning is less than $22,000 in a year, you don’t pay MSP Premium. For a single person with net earning between $22.001 and $24,000 would pay $12.80/month for MSP Premium.
If your net earning is more than $30,000/year then you pay full amount of MSP Premium.

If you have been overpaying MSP Premium earlier, you can go back as far as six years ago. You need copies of Canada Revenue Agency Notice of Assessments as proof of your past earnings.
You can apply for Temporary Premium Assistance if for a while you do not earn enough money to pay for MSP Premium.
